SUMMARY OF OBSERVATIONS RECORDED AT 09:30 hrs M.S.T: During the past (24)hours, weather has been partly cloudy in Bago Region, Kayah, Kayin and Mon States, rain or thundershowers have been isolated in Naypyitaw, Yangon and Taninthayi Regions, scattered in Magway Region and Eastern Shan and Rakhine States, fairly widespread in Ayeyarwady Region and Kachin State  and widespread in the remaining Regions and States with isolated heavyfalls in Rakhine State. Night temperatures were (2°C) below November average temperature in Taninthayi Region, (2°C) above November average temperatures in Mandalay and Magway Regions and Eastern Shan State, (3°C) to (4°C) above November average temperatures in Kachin, Shan(North and South) States and about November average temperatures in the remaining Regions and States. The significant night temperatures were (10°C) in Mindat, (12°C) in Hakha and (13°C) each in Tiddim and Tongzan. The noteworthy amount of rainfall recorded were Sittwe (7.99)inches, Ramthlo (2.05)inches, Manaung (1.69)inches, Maungdaw (1.42)inches, Kalay (1.26)inches, Lashio (1.15)inches, Kalewa (0.94)inch and Kyemone and Kyauktaw (0.91) inch each.

BAY INFERENCE: According to the observations at (11:30)hrs M.S.T today, Cyclonic Storm over West Bengal(India) and Bangladesh Coast moved to Bangladesh Coast and weakened into a Deep Depresssion. It is moving East-Northeastwards. Weather is partly cloudy to cloudy over the North Bay and partly cloudy over the Andaman Sea and elsewhere over the Bay of Bengal.

FORECAST VALID UNTIL MORNING OF THE 11th November, 2019: Rain or thundershowers will be isolated in Taninthayi Region, Eastern Shan, Kayah, Kayin and Mon States, scattered in Naypyitaw, Bago, Yangon and Ayeyarwady Regions, fairly widespread in Mandalay and Magway Regions, Shan (North and South) State and widespread in the remaining Regions and States with isolated heavyfalls in Sagaing Region, Kachin, Chin and Northern Rakhine States. Degree of certainty is (100%). 

STATE OF THE SEA: Occassional  squalls with rough sea will be experienced off and along Rakhine Coasts. Surface wind speed in squalls may reach (40)m.p.h. Sea will be moderate elsewhere in Myanmar waters. Wave height will be about (9-12) feet in off and along Rakhine Coasts and (6-8) feet in Deltaic, Gulf of Mottama, off and along Mon-Taninthayi Coasts.

OUTLOOK FOR SUBSEQUENT TWO DAYS: Likelihood of rain or thundershowers will be scattered in Kachin, Shan, Rakhine, Kayah, Kayin and Mon States.
