SUMMARY OF OBSERVATIONS RECORDED AT 09:30 hrs M.S.T: During the past (24)hours, weather has been partly cloudy in Eastern Shan and Mon States, rain or thundershowers have been isolated in Kachin and Kayin States, scattered in Lower Sagaing and Taninthayi Regions and Northern Shan, Rakhine and Kayah States, fairly widespread in Naypyitaw, Bago and Yangon Regions and widespread in the remaining Regions and States with isolated heavyfalls in Naypyitaw and Magway Region. Night temperatures were (2°C) below November average temperature in Taninthayi Region, (2°C) above November average temperatures in Lower Sagaing Region and Nothern Shan State, (3°C) above November average temperature in Southern Shan State and about November average temperatures in the remaining Regions and States. The significant night temperatures were (10°C) in Mindat, (12°C) in Hakha and (13°C) in Tiddim. The noteworthy amount of rainfall recorded were Mindat (2.25)inches, Pyinmana (Walgyi) (2.20)inches, Maubin (1.81)inches, Kungyangon (1.77)inches, Saw (1.50)inches, Nyaung Shwe (1.34)inches, Sittwe (1.25)inches, Hlaingdat and Myittha (Agro) (1.18) inches each, Mawlaik (1.14)inches.

BAY INFERENCE: According to the observations at (12:30)hrs M.S.T today, the Very Severe Cyclonic Storm "BULBUL" over the Notrhwest Bay of Bengal has moved to Northwards and is centered at about (65) nautical miles South-Southwest of Digha, India, (70) nautical miles South-Southwest of Sagar Islands (West Bengal)၊ (160) nautical miles Southwest of Khepupara (Bangladesh), (290) nautical miles West-Northwest of Sittwe (Myanmar) and (260) nautical miles West- Southwest of Maungdaw (Myanmar). Weather is cloudy over the North Bay and Westcentral Bay and partly cloudy over the Andaman Sea and elsewhere over the Bay of Bengal.

FORECAST VALID UNTIL MORNING OF THE 10th November, 2019: Rain or thundershowers will be isolated in Taninthayi Region, Eastern Shan, Kayin and Mon States, scattered in Kachin, Northern Shan and Kayah States, fairly widespread in Naypyitaw, Bago, Yangon and Ayeyarwady Regions, Southern Shan and Rakhine States and widespread in the remaining Regions and States with isolated heavyfalls in Sagaing and Magway Regions, Chin and Rakhine States. Degree of certainty is (100%). 

STATE OF THE SEA: Frequent squalls with rough to very rough seas will be experienced off and along Rakhine Coasts. Surface wind speed in squalls may reach (55-60)m.p.h. Sea will be moderate to rough elsewhere in Myanmar waters. Wave height will be about (10-15) feet in off and along Rakhine Coasts and (7-9) feet in Deltaic, Gulf of Mottama, off and along Mon-Taninthayi Coasts.

OUTLOOK FOR SUBSEQUENT TWO DAYS: Continuation of likelihood of rain or thundershowers will be scattered in Upper Sagaing Region, Kachin, Shan, Chin and Rakhine States.
